Yamaha 1995 9.9 HP (T9.9MXHT) Won't Stay Running

Just bought the engine.

1. It was sitting for one year on its side with the oil drained out.
2. New oil added back.
3. It will start, but will only run for 5-10 seconds at idle speed.
4. Idel sounds good.
5. New plugs.
6. Carb sprayed with Gumout.

What do you think?

I have a 8HP two stroke, but this is my first shot at four stroke outboards.

Any help is appreciated!

Pull and rebuild the carb. Even though they won't get the gunk in them that 2 strokes do they still get a buildup that needs to be cleaned out.
