Yamaha 2003 F115 idle surge

Intermitently my 2003 F115 yamaha while in neutral will go from normal idle to very rough low idle back to normal back to low rough over and over again. It doesn't happen all the time. it doesn't matter if im just starting he engine for the beginning of the day or while docking when i come back in. It does not ever happen when i am in gear. Any Ideas

carefully check your shift cable adjustment, may be triggering the shift cut switch.
could also be a failing fuel pump or regulator. could also be a sticking ISC valve.
only way to test it is have the equipment hooked up when its failing.
