Yamaha 25 HP Electric Start Problems

I cannot get my electric start to work. I can start it with starter rope. When I try to use electric start all I get is a click on the starter relay. I have cleaned all connections. I have 12.5 volts at starter relay before turning key. I have 12.1 volts coming from relay when key is turned and 12.1 at starter. I can turn starter by hand but it does not spin or engage flywheel. Also checked fuse in electric start circuit and it is good.

Could be bad connections on battery, bad cables, bad relay, bad connections on starter,or bad starter. Do a search and read up on what has been posted in the past. Read the frequently asked questions.
