Yamaha 30 tilts down but not up

Hi,
I have a Yamaha four stroke 30hp outboard new in 2002, I think the model is F30AET. The last few times I used it the tilt down was fine but the tilt up became intermittant and now won't work at all
There is a part that clicks when I try to tilt up, I beleive this is a solenoid or Relay assembly (part number 6H1-81950-00-00) .
Could this be the problem?
If so can it be fixed or should I replace it?

I've done some more investigating.
I removed the mounting bolts and pulled the relay assembly up to give me better access and found that I could tilt up if I shorted the Red & Blue whilst pressing the tilt switch.
Problem solved, new relay assembly needed, I thought.

Then more out of interest I loosened the manual valve screw and the engine tilted back down as you would expect.

After tightening the manual valve screw I tried the tilt up and it worked every time!! Both up & down are fine.:)

So I don't know whether to change the relay assembly or not now.:confused:

Any advice or suggestions would be welcome

Swap the relays to see if the problem swaps too. Suspect relay may have bad contacts, but actuates just fine. Cleaning contacts may work, but don't depend on it. Buy new relay if it tests bad.

Thanks for the advice, what's really strange is that I can't get it not to work now. The relay assembly looks as if it might fall into a hundred bits if I take it apart so I'm a little hesitant.
