yamaha 4 stroke 40 will only high idle

it will only high idle and their is water vaper coming from the exhaust. this is a 2003 motor. very hard to keep running.

Any other symptoms? Ok at high speed.
Clean fuel and oil not diluted? Fuel filter clean and no water? Try running a can of sea foam through the system with a low tank? Are the plugs fouled with fuel or oil?

When it's cold out vapor is normal.

plugs look black. you cant put it in gear it will die. it dont run rough at high idle would a plug be fouled. to keep it running i have to move the idle up and down
