My buddy's boat has a distinct miss, and low power on the water. I looked at it today and noticed the plug closest to the prop seemed to be more "wet" than the upper two. I wasn't fouled, but didn't look good. Then I drained the bowls in the carburetors, and no gas to speak of came from the bottom carb.

I've worked on engines for a long time, but not these outboard types. Is this just a problem with the needle and seat or check valve some where? Can I just rebuild the carb, and replace all the consumables in it? I'm just a little leary with this oil injection, fuel solenoid, mystery "back box" that the throttle linkage is attached to... etc. I'm use to completely understanding the operation of an engine, making its' repair much easier. This is a little different, and seems most outboards I've seen running tend to run like a 3-legged mule, so I don't know how smooth this engine should run. TIA, sorry for the long post.
