yamaha 70 wont open up

i have a yamaha 70 model 70tlrc [ i think thats the model #] it wont open up. when you push the throttle all the way open it will only run about half throttle or maybe less. any help would be appreciated

check compression , spark, and timing

Safe mode retards timing so make sure timing is in spec at higher RPMs

If all is good the look into fuel issue

low oil level or overheat should set off alarm and limit RPM

how do you get it out of safe mode?

check to see if you are in it to start out with and do not know it.

Cool off or fill back up with oil if that is the problem, but may have problem with wiring or switches.
That is why you test things to see what is going on.
