I have a 1999 smoker craft with a 70hp two stroke. The engine wont turn over with the key and it wont raise or lower. The fusible link is good and the battery is charged and holds a load. I have been told it sounds like a ground problem but i cleaned all of the grounds i could find. Any advice would be very helpful! Thanks stanley

Start with cleaning the battery cables and connections and trace back from there. What other items on your boat use power and are they working? Lights?

It would help if you posted the complete model number of your motor. Do you own a multimeter? If not, you need to get one.

all of the cables are clean i have 12.6 volts at the solenoid until i try to raise or lower the motor or start it then i only have 3.4 volts. its a 99 70hp two stroke.I have wire brushed all of the grounds and the power. Sound like a wire in the main harness? Yes i checked the fuses too. Thanks for the help.

You still have not given us the model number. Do you have a sealed battery or a battery with removable vent caps? Do you have the owner's manual? Have you load tested the battery?

Do the starter circuit troubleshooting in "Outboard won't start" in the Engine FAQs, Stanley.

It is almost certain that there is a low resistance in the circuit that is dropping most of the voltage when you try to draw big amps.
