I have a 1987 9.9 2 stroke that will not rev. I have by passed fuel pump, changed fuel tank, changed plugs, cleaned carb. It seems when on the river it will rev to about 1/4 throttle and stay there even when opened up all the way. I tried pumping the fuel ball and choking carb but no change in the way it runs when opened up. The butterfly is opening all the way and it doesnt bog just stays at a constant rpm which I guess is 2000rpm or so. Someone said maybe exhaust is pluged up but how do I clean it out? Any help Please?
