yamaha 9.9. Vent Tube

Any one know what the tube next to the "big rust patch" above the oil drain vent is for? It seems to open into the upper casing directly in front of the oil pan. Mine is starting to rust through. Thanks<br /><br />Modle # T9-9EXHQ 1992 4 stroke.
