yamaha 90 hp o/b - 1998 ..engine surges

engine runs fine at idle speed and 3,500 to 5,200 rpm's. engine "surges" without touching throttle from 2,200 to 3,000+ rpm's. Any suggestions wqhat's wrong? Note 2 stroke engine, Thanks Richard
