Yamaha 90hp only goes to 2000rpm...

HELP!! I am new to boat ownership and my forum name- Capt. Clueless- is very appropriate. My rebuilt Yamaha 90hp 'Precision Blend' motor will not get over 2000rpm on the water, in gear. I can get the rpm's up to 4000+ using the 'fast idle' while in neutral.

Where should I look to fix this. It's not much fun to go 10 mph all day long. My boat repair place had it once, and haven';t gotten it fixed. I am taking it back tomorrow!

Check spark, compression, and clean and rebuild carbs.

Mine was dirty carbs and a bad power pack. I was only running on two cylinders.
