yamaha choking please help

just took out my new used trophy. has a 95 yamaha 130 saltwalter series. has sat for about 4 years, so i have water pump and poppet valve replaced. so i get on the water and shes good till about 2200rpms then just falls on her face. i used a 5 gallon tank with fresh gas so that counts out bad gas. (but noticed when i got home the valve was only cracked a hair and not fully open). also i finally got it up to about 3000rpms and it jus seemed to rev up but not go any faster. and it revs great out of water.
ive heard about a reset button for when the motor goes into safe mode, is this true? carbs maybe? any other filters that could be clogged? im trying to avoid the high mechanic bill if its something i may be able to do myself. i do have a repair manual. any ideas would be greatly appriciated!

just went out again tonight. i replaced plugs, vented cap
and tried spraying the carbs with cleaner while running hoping thatd help. well i did get it up to about 3500rpms now. so im sure it probaly my carbs gonna need to be pulled.
next ? though. while running i tried making hard turns and when i did the motor reved up as if it was in neutral. ive heard of the prop hub bieng spun, and is that what would happen if that was the case. i noticed the prop dosent have the washer that you bend the tabs on. the one usually behind the locknut. maybe this motor dosent have one. not sure.please any suggestions would be great.

as your boat heels over hard the prop get closer to the surface and starts to suck down air and spins freely causing the over rev
