Yamaha Tilt & Trim

I have a 45HP Yamaha with remote tilt and trim. It is not working. The tilt motor runs but the motor doesn't move up or down (except occasionally). Would this be a "fluid" problem? Or, are there other things I should check?

fluid problem <br />1 is it running dry? check fluid level<br />2 if it has fluid and is making pressure checks may be stuck(crud or corrosion in system)

How do you check fluid level on a 90 HP Yamaha?

No. I don't. I bought the engine used. I have not picked up service book yet.
