year and carb kit number

I have just bought a 40 hp japanese built Mariner. 40EO 6E9 S 150368
I can't find the year or the correct carb kit. The motor has to be choked to get it moving. Then the choke has to be pushed in at the just the right time to keep it running. Once the choke is all the way in the motor doesn't run at full speed at wide open throttle. The motor has always been winterized but has sat for a while. Will a carb clean do the trick?

i guess you are going to have to take it a part carefully and reuse the gaskets. i only found one item on the japanese Mariner. no parts available.
