Yet another "Whats my Year" question...

I've just been given an older Mercury motor in EXCELLENT condition, except it's been in a semi dri basement for at least 7 years. Serial#3940552<br />Thunderbolt ignition 4 hp. Any idea how old and whats my first step since the starter cord will not budge. I took the plug out, doesn't "look" to bad, everything else under the hood looks BRAND SPANKING NEW. Any ideas?<br />I'm fairly new to this, but am mechanically inclined though.

Looks to be a 1974 model engine.<br /><br />Remove the sparkplug and pour some Marvel Mystery oil down in the cylinder. Let it soak a few days and repeat. Then try to rock the flywheel back and forth to break it free. Check lower gear oil also. When you get it free. Replace the waterpump impeller.
