1974-exhaust cover question

Iam in the process of restoring a 1974 115 merc. in line 6 .and there are 2 breckets that hold the spark plug wires that are rusted up pretty bad and wanted to remove them and wanted to know if i could unbolt them without any problems.They are secured to the exhaust cover.would you think it may start leaking, it is secured with 2 bolts and i would have to thke 2 off each side. could i just take them off and retorque

The bolts holes should be blind.... ie They don't go all the way though. Remove with impunity...
