Changing Tilt & Trim fluid

We took our 98 Grumman pontoon out with a 2002 Mercury 40 HP ELPTO outboard on it to have a bracket crack welded. This is our second year of owning it and figured it would be a good time to change the T&T Fluid as I have no idea when it was last done. How often does this need to be done ?
Any ways I see two screws on the T&T. One big one that is plastic looking that is white and sticks out about a 1/2 and then one slightly below it that is like the ones on the lower unit to change that fluid that is flush to the T&T unit. I am assuming that the big white one is the one to remove to fill it up.
Can also anyone explain how to do it properly. Saw a video that said to lower trailer and make the engine/trailer/T&T level and then read a article said don't remove plug unless T&T all the way up so somewhat confused.
Also does fluid need to be drained out or am I just adding it.
Thanks for the help and clarification
Mark

This is a pic of the two holes I am talking about. Not sure which one it is and internet searches haven't been specific either.
