Thanks for replying F_R I would like to know two things . 1) carborator; in the float bowl there is a round cork gasket what does it do? it has irroded away, will it keep my motor from running past half throtle? 2) I have seen other outboard manuals that show where the float should sit (i.e hold carborator upside down and measure from lip of carborator to top of float) what should that measurement be?

There is a main jet (orifice plug) in the very bottom of the carburetor, which meters the amount of fuel being mixed with the air. Now, consider the brass main nozzle that sticks down into the carb bowl with a fairly loose fit. Fuel can flow through that loose fit which is parallel with the orifice plug, meaning the total amount of fuel will be orifice plug flow plus loose fit flow. The cork gasket prevents that from happening by blocking off the loose fit flow. Yes, if missing, the motor will run too rich at high speeds

There are other reasons for running 1/2 power. Chief among them would be running on one cylinder.

Don't worry about float measurement. Just make sure it is parallel with the inverted carburetor surface.

Well maybe this is not my issue then. I had to crank the rich needle out a lot to get it to idle. Idles good now. Runs great up to half throttle then just bogs out.

Make sure the high speed orifice plug is clean. Not just clean, but CLEAN without a trace of any dirt or varnish or anything. And replace that gasket.
And make sure it is running on both cylinders. Yeah, I know, everybody disputes this when we suggest it.

Finally, the throttle linkage rod if somebody has been messing with it. Opening too soon will make it fall on its face.

F_R I would like to thank you so much. you were spot on. fired it up this after noon and runs good now. one other question then I will leave you alone (maybe)

actually this is a two part question
1. Above the carburetor there is a piece of aluminum angle that is holding the starter and alternator, it has a set screw and a piece of nylon plastic goofy looking thing on it. Is the set screw supposed to be all the way in? (mine is all the way in) and what does it do?
2. how does the lean-rich needle work that is in front of the carburetor? do you know where a good starting point is to set that? I had to adjust it a little however, the engine still spits and sputters at idle every so often. Should it spit and sputter? It runs and I adjust it and I go lean it starts spiting and sputtering bad then I go rich and it stalls. if I go in the middle of the two it idles good but it spit and sputters here and there.

Make sure throttle plate is closed at idle.----It sounds like it is opening too soon.
