Thinking of buying a '92 25hp- but there's this one thing...

Just got back from looking at this 25hp. Its electric start. The gentleman that had it has had it for 3 years and says he's never done anything to it other than change out the lower unit oil every winter.
It started easily on muffs, sounded nice, and idled perfectly. Shifted properly- everythin seemed to work as it should

My question is this- when I took off the top cover, the inside was pretty dirty. No sign of overheating, but it was a bit oily inside. There was about a tablespoon of fuel in the front of the hood, with a drip hanging off of the brass drain bolt in front of the carb. The engine had been running slightly tilted.

Does this sound like a major issue or does it probably just need a rebuild kit?

Doesn't sound like a big issue. Carbs are easy the and rebuilds don't cost much. Maybe use it as a bargaining point.

Did you do a compression test. A motor can run fine on muffs but under load in the water is a whole different deal.

Are you referring to the bowl float nipple(#25)? There should be a fuel hose connecting to the primer there. Are you saying the connection to the primer is missing or just a leaky connection?
