Outdrive Refinishing Question

My off season project is to refinish the exterior of my DPS-A. Along with replacing the bellows and gimbal next spring when the boat comes home from storage. The outdrive is on a wheeled cart in my garage for servicing this winter. It has some minor surface gouges that I am trying to fill, level out, prime and paint over. I am looking for a filler material that flows well. I have tried to use JB weld but it is so thick, sticky, and tacky and sets up so quickly that it is hard to spread smooth with a straight edge. Ideally I would like something that would flow/ spread like bondo. Is there a "bondo" type of material out there that is suited for underwater use?

Pick up some all-metal filler if you are concerned. or you can use micro-balloon filler (fairing compound)

Looked that stuff up on the internet as I was unfamaliar with the term. From the descriptions, that appears to be exactly what I was wanting. Thanks.
