It turns offer slowly and sometimes starts, then falls dead and appears to be locked up, try using a breaker bar and socket on top of flywheel and it will not budge, let it sit 20-30 minutes and it turns over again but slowly, an hour or two and it starts and so the cycle goes.

look at your sparkplugs are they dented?
with sparkplugs removed does it spin freely?
do a compression test

Post # 1 gives little information !---Anyone trying to help from say a 1000 miles away needs information.--------Answer each question then you might get somewhere.----# 1-- How long have you owned it? # 2-- is the battery in good shape ?----# 3 any evidence that water may have gotton inside the motor? # 4 where was the motor stored ? # 5 Is the starter motor good ?----# 6 what condition is the lower unit gear oil ?---# 7 any rust on the sparkplugs ?---# 8 any chance that mice got into this motor ?---# 9 when did the motor last run properly ?

1- 1 year, 2 yes full charge, , 3- no, 4 garage, 5 not sure, 6 not sure, will check, 7 no, 8 no, 9, last summer.

You can test the starter. Jump it direct from a known charged battery with a set of automotive jumper cables. If the starter cranks the engine at 250 rpm's, it's ok. Look elsewhere for the problem-perhaps the contacts in the starter solenoid are burned and won't transfer current properly each time you try to start it. Do you have any compression figures?

The story strongly suggests it is overheating. If it is, and you keep repeating it, that motor is ruined. If not already.

OR....running without oil???? That's even worse.

Has oil, motor not hot to the touch, plenty of water coming out of pee hole, when it does run, lower unit oil is good, not sure on compression yet have to get s gauge, starter working ok, still spins slow on full charge, so that may be an issue, but why lock up after a few seconds of running, and it will not budge for a few minutes, then can turn over again, have not done this repete, just a few times.

What's the gear case oil look like ?? Any water or metal pieces ??
