AQ 280 raw water strainer ?

I picked up a 1976 25' bayliner with a 350 chevy and a aq 280 outdrive. Been trying to get every thing working on it . Now whats got me stumped is I took the hose off the top of the outdrive + the neck and when I put muffs over inlet I get no water out of opening.I did run a air hose though the top and get air out the inlet slats .Now it seems like the waters going someplace but not sure where .Is there a strainer some place in that tube that could be plugged? if there is do I have to drop lower unit off the outdrive to get to it.

Front bottom of the drive is a 1/2in. hole.
It needs to be plugged.
