1982 25hp Evinrude runs hot

Hello everyone. I have a 1982 25hp electric start Evinrude that is running hot. The tell tale spits out a nice steady stream of water when running, that is hot to the touch, and steam comes out of the small exhaust holes that are above the water line. The engine starts and runs good. But it is hot to the touch. I have another 25hp Evinrude, a 1973 that runs and stays considerably cooler. Any thoughts on this? Since the water stream coming out of the pisser is strong I don't think it is a pump issue. Is it possible that too much water is coming out of the pisser/telltale. My 73 does not have this. Will pinching off this tube divert more cooling water through the engine. Any thing that may be off , adjustment wise, that could be making this run so hot? I just got the engine with a boat I bought and have no background on it, but it seems to be dialed in, as it starts instantly and idles low and steady. Thanks.

Two things come to mind. Is the thermostat in place? And, if you don't know when the water pump was last replaced, do it, regardless of how good the stream looks...

You could have some water deflectors in the block that are swelled up blocking off the flow.

What do you mean tell tale positioned right. Runs clean from the block to the bottom of the housing with a steady stream coming out. As for the "water deflectors" how would i check this?

The deflectors are inside the block, visible when you remove the cylinder head. They MUST be in place and intact for the water to have its correct pathway through the block.
