Yes, the aq170 was most likely mated to the 270 and 280 outdrives however the 280T has some unique parts that may make the swap more difficult. I've never seen one, however...
I don't think you'll find an intake manifold for a single carb setup, the carbs are not really a problem, its just getting them adjusted that seems like the difficult part.
What's the rest of the story? Like Bondo said, the AQ170 is antiquated and expensive to fix.
