5.7 Mercruiser No power to guages

Hello all, needing your help desperately! Left cuddy light on and discharged both batteries. Removed them and bought new battery. No power to gauges or ignition switch. 12V at battery, starter solenoid, circuit breaker and slave solenoid. What am I missing? haven't yet checked to see if the starter has the 90A fuse or not. Feels to me like it is something simple since it was fine before I replaced the batteries. Ground wire missing? Stumped on this one. Any help is appreciated! Also there is no lanyard at throttle or kill switch that I can find. Made sure throttle in neutral.

Could use a bit more info on what were working on, the boat doesn't matter, but engine and type and year do.

If you have Mercruiser look under the helm for a 20amp fuse, might even be a breaker
