Is your stainless prop a smooth circular bore ? If so it was designed for a press-in hub with rubber cushion. If it has an odd shaped bore then it was designed for a replaceable hub and you should be able to buy one.

If you did have access to a press, pressing in a hub is simple and fast: You get a tapered roller bearing race of the correct size or something else tapered to ease the rubber in. Lubricate the prop and hub with soapy water, and press in the hub. Believe it or not, it doesn't take much force sometimes a 2 ton press is enough. Depending upon the design you press in the hub until the bronze center is even with the front (or rear) closed end. Do not use the prop for a day or two to let the rubber "set"
It is very rare that a re-hubbed prop will not run true. The hubs simply are self centering
