No low end and low WOT rpm's

I recently bought a 2011 stingray with 4.3 Volvo with 13 original hours on it (it sat for a couple years). It starts and runs, but takes forever to plane out (30-60 seconds). Once it planes out (somewhere around 2800-3000 rpm), it has a very responsive throttle, runs great, lots of power. It tops out at 4000 - 4200 rpm, but it should run up to 4600-4800 at WOT. I have replaced the fuel and fuel filters, I have run two tanks of fuel with sea foam fuel treatment as well as putting lucas fuel treatment directly into the fuel filter (50-50 ratio with fuel) and there has been no change in performance. It also is flooding after it sits for a few minutes between run times. I have to use the fast throttle feature while cranking to clean out the fuel chamber before it will start again. This is a fuel infected engine. I would be interested in some advice on how to address this issue. Thanks!!

Why'd the PO sell?

Did you gain any elevation from where you purchased? Might be wrong prop for altitude<---(that's just a guess)? I would tune-up (as stated), run the highest octane fuel you can (the lower octane stuff at my elevation has been known to boil at 90* (85 Octane) with 10% ethanol.

If it is fuel injected and not carbureted, and it is flooding between runs, I would look at leaking or damaged injectors.

If it simply starts hard, or takes a while to start between runs look at the fuel cell itself

First what pitch is the propeller, and what is the gear ratio? The gear ratio should be on a tab on the outdrive. I suspect it will be1.79:1. What was your top speed with your current prop? I believe the RPM range for FI should be either 4600 - 5000 or 4800 - 5200. But before you start changing props, check to see if you have spark on all cylinders. You may very well have dirty or stuck open injector. That is a throttle body system? Easy enough to change the injectors.
