2000 Johnson 90 V4 Steering arm replacement

I have a 2000 Johnson 90 V4 with a extremely rusted steering arm. I found a suitable used replacement for the repair. I understand I have to remove the powerhead for replacement but I have puchased a manual there is nothing even mentioned of the part in the book. After looking through schematics and diagrams I can not figure out what exactly two bolts at the top are bolted into. I know there is a nut on the bottom of the shaft that I intend to cut off rather than try to break loose. What do the top 2 bolts mount into?

Remove the lower unit so as to get the shift rod out of the center of the steering arm tube.

No need to remove the powerhead...... Disconnect the steering cable. Have the rest of the engine supported and remove the retaining bolts of the motor mounts. This will allow the powerhead and long exhaust housing to be backed away from the steering arm an transom bracket assembly. Now you can remove the large nut at the bottom of the steering arm and remove/replace it.

It may be necessary to disconnect the wiring from the engine... perhaps not.

Ah I see. More than one way to skin a cat! What do the 2 upper bolts on the steering arm bolt into? Some sort of mount under the powerhead? One side of the steering arm is completely rusted into. I can not tell for sure but I suspect rust damage on the mating surface or mount the the steering arm bolts to.

Yes, that's exactly what they screw into.
