150Hp Merc oil drain valve

Went to change the oil on a 150hp 1150F13HD , it has the drain valve which should take 2 1/2 turns to open and drain the motor oil. 2 1/2 turns and no oil draining ! I removed the drain valve and found it to be plugged with what looks like a plastic substance, any guesses as to what it may be?

None at all, no evidence of water. The oil looked like it hasn't been changed in at least 2 years, black as coal.

Looking a little closer what appeared to be plastic I now think was assembly lube, No hard substances just what felt like a heavy lube.
