Volvo AQ130C no electircal power, full batteries

Hello All,
I'm having an issue with our 1972 Glastron V-164 with AQ130C engine. Both batteries are completely charged and have been tested good, but we get no electrical power, no blower no bilge and definitely no starter. The last time on the water, we were towed off but had electrical power, just couldn't get the engine to fire. Now we have nothing, any suggestions? I am not terribly familiar with this engine or wiring, but am learning quickly. If someone with more experience and understanding about this engine could point me in the right direction to begin trouble shooting this issue. Perhaps a master switch/fuse that has shorted or blown? do you have a battery switch, and is it on?
clean all your connections at the battery, where the battery cables meet the starter and block as well as the harness connections to the large circuit breaker.

Battery switch is on. I will double check all contacts.
