Manifold Bolt Seating Question

I have recently installed new Sierra manifolds on my 350/260 Mercruiser. I used all the bolts, gaskets, etc that came with the kit and torqued them to spec....BUT, there are a couple of bolts whose heads are not seated all the way in on the surface of the manifold...the port side - forward most bolt and the starboard side - furthest aft. There is a gap that looks like it is about 2mm between the inside surface of the bolt head and the manifold....I can only assume that this is not supposed to be like this...but wanted to verify. As I said, they are torqued to spec, didn't go in rough or cross threaded...should I be adding a washer, here or is this good. I am worried about restarting with potential play in the manifold.

Cheers
