2001 Johnson 90HP - Won’t go Above 3000 rpms

2001 Johnson 90HP Ocean Pro - Model - RJ90VLSIF

Motor was surging at the end of last season. Had the carbs rebuilt in hopes that would solve the problem but now it runs rough and won’t go over 2500-3000 rpms. This is what has been done so far:
Trouble Shooting - Grounded out temp sensor to see if it was initiating SLOW mode - no change
compression check - 100 all cylinders
spark checked good and jumped proper distance
Replaced powerpack- no change
replaced pulse limiter valve - mechanics suggestion - no change
Ran off stand alone fuel tank, no change - eliminated troubleshooting from primary gas tank to motor
Checked gaskets and connections - all tight
Adjusted carbs- may not be perfectly set

Does anyone have any other ideas as to what this could be?

You do not want to ground out temp sensor as this will initiate SLOW, you disconnect it.

Might check remote cable -- test operate at the motor, with cable disconnected.

High speed jets in the correct place ?----Did a Johnson dealer replace the bowls ?

Stays inflated for at least a
minute, high speed jets were not installed by factory dealer, where is the remote cable?
