Mercruiser manual not 100 % clear on gasket?

At least I have not been able to find the information. I am installing my Chevy strokers that have heat exchangers and salt water only goes through the risers, not through the exhaust manifolds. There is a sold spacer type gasket separating my V8 exhaust manifolds and risers. This gasket has a metal center. Do they go on dry or gasket sealant required?

If using the SS block off plate you install any type of gasket above and below the plate

These are ss thin sheet metal with fiber on both sides, from Sierra. Sierra said that they BELIEVED that they go on dry. The "BELIEVE" part is bothering me. THX

Actually, the Merc manual is very clear... It doesn't say to use sealant, so don't.
