Pit cocks/drain cocks in exhaust manifold

When running the freedom with muffs, I opened my pit cocks to check flow of water. My lower pitcock he’d s good flow of hot water obviously flowing through. When I opened the top pitcock there was no water flow at all. I’m wondering if this is because of the muffs being on and not being in water. Can someone please explain how the pitcock works and or why I’m only getting flow through one of the two drain cocks please.

You probably have crud plugging your manifold petcock. Probe it

Right at the plug itself or some other location?

Open petcock and probe. If nothing comes out, remove petcock and probe. If noting comes out, remove exhaust manifold and mechanically clean
