Spacers between M brackets and Crossbars?

I have a older 24ft pontoon I am working on. I had it in water last year, Had no problems, but as i am looking to make a few appearance changes I noticed between the M brackets on the toons and the cross bars have a 1in spacer on port side, Starboard side does not have these and cross bars sit directly on the M bracket, I measured everything and the M brackets are same measurements between both sides and that side of deck sit 1” higher and is unlevel. This seems odd too me? It is not supposed too be like this correct?

Maybe you can share who made this older toon. Then a current owner can stick their head underneath and confirm or deny the spacers.

maybe its pitched by design to keep water from pooling when at rest.......
