Maybe the linkages that put it into gear are not hooked up.----Or if it is the LARK model with electric shift there is no current going to the forward coil in the lower unit.-----Model # is ??-----All easy to check out in my opinion.

model rkl 25d when I shifted at high rpm from falling over after that motored over to dock at high rpm but very slow speed so will prop still spin if either of those condition are true

RKL is electric shift. It is either the prop hub, OR the clutch is slipping. Easy trouble shooting before you freak out. Check prop first. Make a mark on the plastic prop hub and another on the prop, aligned with the first mark. Run motor till suspected slippage occurs. Stop motor and check marks. If they no longer align, the hub slipped.

Might have the Wrong Gear Oil in it as well

Does reverse work ?----Time for some simple testing I say.----If there is no reverse than likely there is a 12 volt supply / switch problem.----Checked fuses ?
