Picked up a 73 85hp Evinrude in great shape for next to nothing. Compression 115 and 3 cylinders at 120 and turns over great. Put in new plugs and it turns over like it has a dead battery but the battery is new and charged. Hooked up a second battery in parallel and same thing. Purchased a new starter and still the same thing. What am I missing here. All connections new, clean and tight.

Grab hold of your battery cables and see if their hot or warm. If they are that's the problem.

Know how to do a voltage drop test? That is how you would find the problem.

how does the starter react if you jumper +12 directly to it if ok then as suggested start looking for poor continuity between the battery feed up to and incl. the selenoid

if not ok then starter is likely in need of repair or the grounding cct back the battery needs a look at
ground wire is just as important clean all junctions bright

btw does the engine turn over ok by hand with the plugs out … it should

?----He said he already sprang for a new starter here.

yep… I guess the new starter is not the problem ;) or.... the old starter was good  and the wiring is bad ..time to jumper 12v to the starter to break it down as a wiring problem
