1989 evinrude 9.9hp e10rces model carb problem

i recently puchased this 1989 9.9 evinrude motor and it starts but turns off so obviously it needs a carb rebuild so i purchased a carb kit for it. can anyone please explain to me step-by-step what to do to take the carb out? also when i started it i saw what looked to be oil coming out of the powerhead leaking down the shaft can someone explain to me what that is from and how to fix it also? thank you

What is your starting procedure step by step? Have you done a spark or compression test? May or may not be a carb problem.

flyingscott i havent done a spark or compression test. put the fuel line on, squeeze the thing on the line to get fuel to the engine until firm, it wont start with just gas so therefore i spray starting fluid into the intake manifold and it will start up and run for about 5 seconds then it will shut off.

i havent done a spark or compression test. put the fuel line on, squeeze the thing on the line to get fuel to the engine until firm, it wont start with just gas so therefore i spray starting fluid into the intake manifold and it will start up and run for about 5 seconds then it will shut off. but after i got it started and it shut off, it was what looked like to be oil coming down the shaft.

Do you pull the choke out? and turn the throttle towards fast as far as it go? Stop using starting fluid!!

Gas has to be fresh, mixed at a 50:1 ratio with 2-cycle oil.

If it pops with starter fluid, there is some spark. Might not be strong enough, though, so measure at some point.

Reach under the flywheel with both hands (engine not running) and rotate the mag plate counter clockwise. If stiff, may need to disassemble and regrease, but try to free it up by moving by hand. Do this with the motor in gear so the plate can move the maximum amount. Don't force the gear lever -- gears have to mesh.

Get an oem service manual as above. You can usually borrow a compression tester from an auto parts store. Buy an open air adjustable spark tester (cheap) -- not the inline type.

thanks for the advice but where exactly is the mag plate and what does it look like

Right underneath the flywheel. Holds ignition bits, including the power pack on your model. (can heat up on under-the-flywheel models, causing failure or sporadic spark.) I think you need a parts diagram (can see one here on iBoats by going to the shop section).

the motor is in gear and yes the mag plate turns counterclockwise but stops at a certain point because of the throttle cable.

As an aside, yesterday i tried to borrow a tool from one of my favorite auto parts store (as i have done many times before--compression tester, etc). They are not loaning at present time due to Coronavirus.

Geez...where does this situation end?
