i got a 1977 evinrude 85 Hp V4. i got the boat and it had 70 PSI compression on all cylinders very hard to start and no power. after sitting in my yard for about 2 yeats, i did a rebuild new rings, gaskets, floats, and seats on carbs, no i have 90 PSI on all cylinders its starts easily but floods out any thing above an idle.the carbs have no adjustments that i can tell. i pulled the plugs, 3 are soaked in fuel and one is bone dry... i am not sure where to go now..

The high speed jets are screwed into the bottom of the float bowls.----Way inside after you remove the drain plug with a 7/16" wrench.----Did you verify that they are clean ?-----Did you inspect the diaphragm on the fuel pump ?-----Have you verified spark that jumps a gap of 7/16" on all 4 leads ?----Thermostat ( vernatherm ) in place and working properly ?

yes jets are cleaned and all pin holes through out the carbs. fuel pump is new, and good spark on all plugs not sure on T-stat it pumps water well but haven't ran it long enough to warm it up.

Should also said that what is now the bottom of the float(normally the top) should also be even with the gasket surface
The carb is upside down for this adjustment

When Reinstalling, you have to make sure both Carbs are Closed at Idle Speed, and also the Sync between the carbs, and the Timing Advance needs to be Verified and adjusted if needed.

You really need to get a model specific Service Manual to work on these engines

ok just to make sure i am fallowing you... having the carb upside down and gravity pulling on the float it should be level perpendicular with the bowl seal. then when its in operating position the fuel will lift it back to that closed position.

Parallel to, not Perpendicular to the Gasket Sealing Surface

Fuel will raise the Float to the point of shutting the valve.
In operation, fuel is being removed the bowl and the float will drop and fuel is replaced. In Operation, the float isn't operating like an On-Off switch, but more like a Faucet, opening more when more fuel is being used, closing when fuel demand drops, thereby keeping the fuel level in Bowl at the correct level. If the float is adjusted incorrectly, the Fuel level will be incorrect, and Main Fuel System will start feed fuel either too soon or too late, Mixture will also be affected
Fuel Pressure will affect the Fuel Level in the bowl as well, but the Carb and Fuel Pump were designed with each other in mind, but using a Pump other than one speced for the engine may cause this to come to light
