I have a 1972 50 hp lark, I am changing the lower unit oil, and noticed the screws don’t have washers or o rings , this is the second time I have changed it, no water in the oil, everything looks good. Do I need to put washers or o rings or just leave it be.

Your old washers could be stuck in the housing, look very carefully.

One of mine says in the hole , the other comes out with the plug.

Bad practice I know but in 30+ years I have never disturbed either and am still reusing the original washers..

Note that some times you will find O rings rather that the flat nylon washers but the heads of the drain screws are slightly different. Flat washers should be replaced with flat washers and O rings with O rings

Make sure you have the nylon washers in there.------As suggested they often stay in the hole.-----That electric shift unit was only used in 71 and 72 model years.----A very good reliable unit.----If you have major damage due to water in there , you might be shocked at what it takes ( $$$ ) for repairs.
