Self bail plugs or not?

Question. I am assuming the highest plug is a plug that can be plugged to let water in or out when I'm on plane correct? Should I leave it on or off?

Never seen that setup before.

I'm used to seeing scupper flaps over the scuppers.

what's on the other side? Is there a live well?

No, the top goes straight into boat. So if water gets in, you can take off plug to drain water inside. Curious if i can leave it open so if there's water it can auto drain itself out but seems like water can drain inside as well.

That's the reason for scupper flaps / valves. Not that it really matters if water comes in unless you don't like your feet getting wet.

I would be more concerned about taking one over the bow with the drains plugged

That's a weird setup. I'll assume the lowest plug is the bilge. How high above the water line are the other two plugs? Can you post a couple pictures from the inside of your boat?

The highest one is the deck plugs. The lowest is the bilge plugs. The middle is an livewell drain.
