Pardon me for asking a question thats probably been covered.
whats the steps to remove/replace the cowl cover on this old 57 5.5 Fisherman outboard.

Ive picked up a 56 Fastwin and a 57 Fisherman recently. Both of them are a tight fit getting the covers off.

?---Spin propeller & shift to reverse.----Flip the latches.----Lift rear cowling.------Undo rubber snubber if still there.---Push cowling assembly to the front.

Like the '57 Fastwin, the '56 shift lever might rotate down 180 degrees and out of the way -- would pull directly out and rotate. After shifting to reverse, put a shop rag over the the 5.5 lever to help prevent nasty scratches to the hood.

Probably not on your motors unless they have been modified. That feature was necessary on Gale motors to get the hood off and can be retrofitted on some Evinrudes---which the factory eventually got around to doing on some later models.
