Evinrude 200 - Won't Lower

My Evinrude 200 will raise, but not lower...

The electronics seem fine, I can hear it trying to lower, it just won't.

I've filled the trim/tilt fluid with the motor fully raised.

I've tried bleeding the air, but it still won't lower...

Obviously, I can lower the motor "manually".

Is there some way to "bleed the air" that I may not be aware of? Any other suggestions?

Have you tried switching the trim relays to see if the problem moves with the relay?

Was there an " event " that led to it not going down now ?

No, not sure how to do that. But, it is "trying" to lower, I can hear and see it "trying".
