Iam looking for a manuel now so I can look up the pieces and give you more detail as to what I am trying to explain. Iam sorry if it was confusing.. This is all new to me..

He replaced the shift gear unit and when he attached the steering cable the helm would not move.. he tried to explain to me that there was a rod that goes all the way to that bottom piece and when it is hooked up to the steering cable it will not move . So he told me the problem was in the very bottom.

Most confusing still.----The shift cable has nothing to do with steering.-----So one step at a time for you.---Disconnect the steering linkage.---Will the motor turn , yes or no ?----And the lower unit has nothing to do with steering either.----Please make your post clear and less confusing.
