1986 Evinrude 8hp

I own a 1986 8hp Evinrude outboard that will rev to WOT in neutral but not in forward gear. It will only rev to about half throttle going forward. My 1974 Johnson 9.9hp only revs to half throttle in neutral but in gear it revs to WOT, which seems to be correct. Is there a rev limiter on the 8hp engine and could it be wired backwards? Also, can a tachometer be hooked to either engine to check rpms?

Simply check spark.----My bet is that it is running on just 1 cylinder.----And don't wind it up in neutral.----Some will argue , but it is bad for the motor.
