Outdrive wont trim up properly

I have a four wynns 267 quest with a 260 hp merc and an alhpa one outdrive. This is our second year with the boat and when we went to put it in the water this year we had some trouble with the trim. When going to raise it with the trailer button the motor runs but the outdrive will only lift an inch or so and then stop. If someone physically assists in lifting it, it will go up while pushing the button but not on its own. Ive had trouble finding forums with similar issues. Most of what i have read suggests solenoids going bad as a culprit but this doesnt seem electrical to me as the motor does run with the button pushed. Any help on where to start??

Well i feel dumb because i have not done that yet lol. Makes sense if thats the problem, ill do that and post if that was the issue

Any idea what type of hydraulic fluid would be used if it needs to be filled?
It might be marked on the pump.
If it looks like motor oil then 10W-30 or 10W-40 will work.
If it looks like transmission fluid then Dexron will work.
