Volvo 290DP Trim will go down not up

I have a 94 Volvo Penta 290DP. The trim will go down but not up. I jumped from the battery to the blue UP wire and it went up. I jumped above the relays, does this mean that they are good and the problem is elsewhere? Thanks

i would first try swapping the relays, if the drive goes up but not down then you've found the issue

Remember, to go above 8 degrees ( trim range) and get into the tilt range. You have to pull the finger switch and thumb switch

That relay is at the back of the gauge

Thank you for the reply. I have changed both relays at the trim pump. Still only goes down. It will go up if I jump from the battery to the down (blue) wire.

I have tried triggering both switches.Still won't go up.Only when I jump it.

Then check the relay at the gauge (not the two at the pump)
