Idle fuel adjustment?

Hello everyone. I have a 1996 Evinrude 115 that just doesn’t want to go down to idle. I have to have the idle up pretty high or it will stall. She wont plane out neither. It Almoast sounds like the motor isn’t reving out completely. Like she’s got more to give and can’t get on plane. Is their an adjustment for the idle speed on the carbs? I have cleaned the Carbs, replaced fuel filter, new plugs and wires and a new CDI electronics Power Pack. Any help is appreciated. Thank you. ~Michael

I just did one. My ham-me down compression gauge is reading 35, 35 ,5 , 33. So I’m going to get a new gauge tomaro. But it’s not lookin good. May I inquire on the history that you speak of?
