1997 Evinrude Ocean Pro 200 Flywheel hard to turn

Hello! First let me say I am new to this forum. I have dug through the depths of your posts trying to figure out what is wrong with my engine and decided that theres a lot of good people willing to help on this site. Bear with me here as I am not just going to say "Flywheel hard to turn" and get a million different answers like I have seen before. Heres a little back story. This motor supposedly has 200 original hours on it and the previous owner never had a problem. I used the boat maybe 7 different times accumulating over 100 nautical miles on the engine without a hiccup(except maybe a little hard start in the cold mornings). 2 trips ago after we ran 45 mile round trip once we got back into the harbor a low oil alarmwent off (disconnected VRO mix in fuel tank 50:1), then it would stall in idle. It would always start up after it stalled. If I put it in gear and bumped the throttle it would run fine, just not at idle. When we pulled the boat out of the water and I trimmed up the engine I noticed a good amount of water coming out of the upper and lower cowling seal. I thought it needed a new seal so I replaced it. Started it a couple days after and it died a couple times in idle then stayed running at idle. Fast forward to its last trip. Starts up in the water dies a couple times which usually happens when its cold. Finally holds idle I let her warm up and we are off. 3 miles out of the harbor motor shuts off. Completetly out of nowhere from 25mph to zero in about 3 seconds. Go to start it and click, click, click. Tried jumping it to no avail. A couple times it would try and crank over slowly and one time it actually started and ran rough for a couple seconds and died again. We got towed back in. Did all the research I could have, I found out where the water was coming in(cowling drain was removed) and fixed that. Airbox silencer was missing exposing the intake manifolds. Here was my process of elimination. Battery connections, good. Starter solenoid, good. Starter(bad?). Didnt turn flywheel. Nope its good. Disconnected starter and tried turning flywheel by hand without spark plugs....crap wouldnt budge. Maybe the water inside the cowling got sucked up into the intake and seized? Oh no.... Breaker bar on the nut and yes I can turn it but yes it is hard to turn. Disconnected lower unit and tried to turn flywheel and still really hard to turn. Proceeded to add a full can of liquid wrench in the spark plug holes and a 50:50 fuel/oil ratio maybe an ounce or two to each cylinder. Every single day adding more penetrating oil and trying to turn it. I have marvel mystery oil coming sunday to try as well. I can CONFIRM every piston is moving by looking into the spark plug holes. A local mechanic told me to spray penetrating oil into the intakes while holding the throttle open because thats where he thinks its sticking. Here I am 5 days later trying every day and we have a little progress. Today the starter alone is able to turn the flywheel about 2 maybe 3 revolutions on its own. . Too slow to start the motor though. It spits out the penetrating fluid and oil out of the spark plug holes sometimes when it gets a good revolution. I am pretty mechanically inclined but not enough to pull the motor apart. Any tips would be greatly appreciated as this is my FIRST BOAT and I get welcomed into the boating world with this tragedy. I apologize for the long read.

If the lower unit is on your work bench and the flywheel does not turn.-----I would say the motor has to come apart.----Start with pulling a cylinder head.----I think your are in for an EXPENSIVE repair job.

Low oil or no oil alarm?

Not sure how you would get a low oil alarm (float in oil tank) with the oiling system by passed.

When water gets inside a motor and on the precision bearings , damage starts.------Corrosion starts to damage parts in a matter of hrs.------After a few days the crank / rods / bearings might be scrap.----A bit of oil splattered on the parts won't help at all.

It's saltwater too. Unfortunately it sat 3 days after as I thought it was the start that was the problem.
